Decide what stays and what goes before you call contractors

A kitchen renovation quote only becomes meaningful once the scope is specific. Before collecting prices, map the existing kitchen and mark every element you plan to keep, replace, or relocate: cabinets, countertops, backsplash, sink, hob, hood, fridge cavity, island, and lighting. Ambiguous scope is a primary reason two contractors quote significantly different prices for what sounds like the same room.

Relocating plumbing and electrical points changes labour and material costs materially. List whether any water points, gas pipes, or electrical sockets need to move, and indicate approximate distances where possible.

Check mandatory HDB permits and contractor registration rules

For HDB flats, mandatory guidelines govern renovation work. Works that affect structural integrity or public safety require an HDB renovation permit before commencement. Demolishing or hacking walls requires prior written approval from HDB; unauthorized hacking of reinforced concrete structural elements is an offense under the Housing and Development Act. Non-structural works like overlaying floor tiles or installing built-in cabinets generally do not require an individual permit, but must comply with HDB guidelines.

Two mandatory operating requirements apply to all HDB renovations. First, flat owners must engage a contractor listed in HDB's Directory of Renovation Contractors (DRC), even for works that do not require an HDB permit. Second, works must adhere to permitted hours: general works are allowed between 9am and 6pm on weekdays and Saturdays, while noisy works (such as wall hacking and tile cutting) are strictly restricted to 9am to 5pm on weekdays only, with none permitted on Saturdays, Sundays, or public holidays.

Licensed electrical and plumbing requirements

Under Singapore regulations, electrical installation works must be carried out or tested by an Energy Market Authority (EMA) Licensed Electrical Worker (LEW). Concealing wiring in walls or running new circuits requires qualified handling to ensure safety.

Similarly, regulated water service and sanitary plumbing works must be undertaken by a Public Utilities Board (PUB) Licensed Plumber (LP). Engaging licensed tradespeople helps protect your home against regulatory non-compliance and hazardous installations.

Settle material expectations before requesting a quote

Kitchen pricing varies widely based on surface and hardware selections. Clearly specify your preferred materials before asking contractors to quote:

Countertops: engineered quartz, sintered stone, solid surface, or granite carry significantly different unit rates and fabrication costs.

Carpentry: specify internal carcase material (e.g. colour-PVC or laminate ply), door finishes (high-pressure laminate, acrylic, or spray-paint), and hardware mechanisms (soft-close hinges, heavy-duty drawer runners).

Backsplash: subway tiles, large-format porcelain, or glass panels require different preparation and installation trades.

Confirm appliance cut-out dimensions early

Appliance dimensions drive custom cabinetry fabrication. Confirm the exact model numbers and manufacturer cut-out specifications for your hob, hood, oven, sink, and dishwasher before finalising carpentry shop drawings. Altering cabinetry on site after delivery causes costly rework and project delays.

Establish a realistic budget range first, then direct design choices against it. Designing without budget parameters frequently produces proposals that cannot be built economically.

Is a turnkey package always cheaper than hiring separate trades?
